PUBLIC NOTICEAPPLICATION FOR WAYLEAVES FOR THE DEPLOYMENT OF ELECTRONIC COMMUNICATIONS INFRASTRUCTURE

Mafube Local Municipality hereby invites all Telecommunications Operators, Electronic Communications Network Service Providers, Fibre Network Operators, Infrastructure Providers, Contractors, and any other interested stakeholders to note that Mafube Local Municipality By-Laws for the Deployment of Electronic Communications Infrastructure have been officially promulgated and published in the Free State Provincial Gazette No. 41 of 7 August 2026, Provincial Notice No. 68 of 2026.

These By-Laws regulate the deployment, operation, maintenance and extension of electronic communications infrastructure on, under, or above municipal property within the Mafube Municipal area.

Wayleave Applications

In terms of the By-Laws, any person or entity intending to undertake works involving electronic communications infrastructure within the Municipal area must comply with the applicable Wayleave requirements.

No civil works for the deployment or maintenance of electronic communications infrastructure may be undertaken without a valid Wayleave issued by the Municipality, subject to the provisions relating to Minor Works and Emergency Works contained in the By-Laws.

How to Apply

Interested service providers are required to:

1. Download and complete the Mafube Local Municipality Wayleave Application Form, available on the Municipal website ( (Wayleave Application form)

2. Submit all required supporting documentation and drawings.

3. Obtain all necessary approvals and permissions from relevant authorities and affected service providers before submission.

4. Pay the applicable Wayleave application fee (R1000.00).

5. Submit the completed application to the Municipality through the designated point of contact.

Important

Interested service providers are reminded that a Wayleave application must be accompanied by the required plans, drawings, and supporting documentation, including details of the proposed works, reinstatement arrangements, commencement date and duration, relevant third-party consents, and other applicable requirements.

Wayleave application fees, tariffs, standards, and specifications are available in the By-Law on the Municipal website. Application fees are non-refundable.

Applicants are encouraged to familiarise themselves with the Mafube Local Municipality By-Laws for the Deployment of Electronic Communications Infrastructure before submitting any applications. (BYLAWS
